Draft Infrastructure Contributions Framework

The Draft Infrastructure Contributions Framework outlines the scope, cost and phasing of the public infrastructure that is required to meet the needs of the new population that will work, live and learn at Sydney Olympic Park. It also outlines the contribution, in terms of land and funds, that developers will be required to make in order to provide the identified infrastructure.

Draft State Environmental Planning Policy 2005 (Major Projects) Amendment No 20

This draft amendment to the State Environmental Planning Policy transfers and updates the majority of the controls contained within the existing Sydney Regional Environmental Pan No. 24 (Homebush Bay area) that affected the land controlled by the Sydney Olympic Park Authority.

The Amendment also adds new zones and definitions based upon the Standard Template Local Environmental Plan, as well as a range of new provisions relating to floor space ratios, heights, affordable housing, satisfactory arrangements and design excellence. Amendment No. 20 also contains a number of new maps.

For the remaining areas outside the land controlled by the Sydney Olympic Park Authority – such as Newington, Homebush Bay West and Silverwater Gaol – the Draft Amendment preserves the existing provisions of Sydney Regional Environmental Plan No 24.

Additional Information

As part of the preparation of the Draft Sydney Olympic Park Master Plan 2030 there has been significant investigation carried out to manage the impacts of existing noise sources on new development at Sydney Olympic Park.

This has resulted in the careful location of the more sensitive land uses within the Town Centre and the use of buildings as noise buffers to ensure amenity for residents, workers and students.

Sydney Olympic Park Authority is also committed to protecting Sydney Olympic Park’s reputation as Australia’s premier sports and entertainment precinct and the ongoing business of the existing venues.

As a consequence, Sydney Olympic Park Authority is working with the NSW Department of Environment and Climate Change to investigate new statutory frameworks that will provide certainty for both the operation of the existing venues, as well as the existing and future workers, residents and students that will inhabit Sydney Olympic Park by 2030.

Further details regarding these measures will be announced later in 2008.
